Yes, I'd have thought they'd be more practical - Sun Tzu in the Art of War said it;
We are still small, making a public statement to try and go toe-to-toe against a billion dollar GW was foolish.
I'd have kept all friendly and not drew their attention, build a powerhouse within OWCP and be the best we can be.
