If you were someone contemplating making a credit line available to OWCP or offering to lend funds the process would take a fair amount of time. You would not say here is a check for 550K, lets get together next week and work out the details. Everything takes time and smart money will do as much DD as they feel is necessary before committing dollars.

Hopefully, OWCP will make contacts or strengthen existing relations and come away from this conference with a better probability of acquiring additional funding.
