You're right on the money.
Of course if Congress does pass legislation changing the classification to 3, then the FDA should permit trials here. I suspect that OWCP would prefer to keep the trials in Israel, where they can probably do them for lower cost, but some research institutions here may be willing to get involved for free to gain some experience with the drugs.
As a patient at City of Hope I've learned that they will try essentially anything to keep their patients alive. I've met several patients who had drugs created there for them where one person IND's were submitted to the FDA, as I understand it.
