I am sure there is more to it, but, I think if a company wants to raise the amount of authorized shares then one of two things have to happen. One is that they have a share offering in which chunks of shares are sold to raise cash which would cover the shares.
Or two : The company has the money to back the shares which is the case here with the assets of Cen as far as I know.

Hopefully we will know something more concrete within a couple of weeks at the most. JMO of course. GLTA
