Bottom line is that if NJ is involved as a private or public entity preparing to make such a major purchase, a pilot plant (scaled down facility) would be requested for proof of concept. That would be before ANY money changed hands (except for the actual proof of concept pilot plant appropriations).
A small nat gas plant would be built resembling a standby generator. However, in this case the pilot would be under constant load for a month at least. It would not be a pilot inside the Coates plant but at a specific site near its intended load.
This brief uptick was an anomaly either driven purposely or as a fluke of galloping herd mentality.
In either case, it proves there is lightning in the jar.
Should slowly return down toward .0003 and a time to buy again. IMO
