The 10-K is not released to raise the stock price and it will not raise the stock price. I have been saying this for a while now. There is a good reason for that. Read page 27 carefully.
This is a quote:
"You will experience dilution of your ownership interest because of the future issuance of additional shares of our common stock or our preferred stock.
In the future, we may issue our authorized but previously unissued equity securities, including shares of our Common Stock, resulting in the dilution of the ownership interests of our present shareholders. We are authorized to issue an aggregate of 500,000,000 shares of Common Stock, par value $0.00001 per share, of which 144,719,287 shares are outstanding at March 31, 2017. In addition, current holders of our common stock will experience dilution in their equity ownership from the exercise of outstanding common stock purchase warrants and stock options granted under our 2016 ESOP."
This will likely cause the PPS to go down further. For long term investors, buying at these prices is very risky as earning any sort of profit will be a long shot.

Be advised that if someone attacks me, that post is not removed, but my response will always be removed. These mods are not unbiased, especially 1, so I have to be extra careful.
Here is what happens when the mods are against me: if I make even 1 mistake, the admins will uphold the deletion by the mods, but if someone attacks me, violating pretty much every rule, then a simple mod refusal to delete is enough and the admins do not get involved.
Also, I am the only person who does not get enraged at others' posts, mostly because I am unbiased. I am in search of the truth. Those who abuse the most have huge stakes in the company and therefore want to silence those who disagree with them
