Exactly. TEVA has both the manufacturing and distribution capabilities already in place.
I follow another biotech and the CEO told me in a phone conversation that they don't want to get into the manufacturing and distribution because of the cost involved, which could go into the billions. The company has a product that should be FDA approved in July.
So for OWCP, it makes sense that TEVA that wanted to buy their patents would at least consider a partnership. A win win thing.
Now as for the US which is totally screwed with MMJ, could be that TEVA has the means to manufacture on a state by state basis and comply with each states laws. Don't know here, only guessing.
As for the rest of the world, you pegged it.
