as mentioned many times; the RS is to increase the SS because the AS and OS are maxed out. They still have 28mil in debt that needs to be dealt with. By doing a 1:4 RS the will reduce the share structure to allow for further notes to be converted (dilution) This RS will help to reduce the current remaining debt along with alternatives. They also plan to sell off further assets to help with the debt and alternative non toxic financing.
In case there is doubt about the RS. it is going to happen. It HAS TOO in order to reduce the sharestructure to that further shares can be exchanged. They cannot continue trading with the AS and OS maxed out. SEC will NOT allow this.
They indicated in or around Apr 04 2017. I would expect it soon.
