Could it be that Stewart Airport will be the hub for Baltia Air Lines? I know Norwegian Airlines flies cross Atlantic flights from there. With a proposed fleet of 10 planes the cost for slots at Stewart would be a lot cheaper than at JFK.
I would not be suprised if Baltia might be getting some incentive from New York State to start their operations there. Stewart Airport is easily reached since is located close to the New York State Thruway and I-84 ( which runs from Connecticut west to Pennsylvania).
It is also about midway between New York City and Albany.
