isn't one and the same. keep in mind. most restrictions have 6-12 mo holds on them, debentures tend to the former ( or earlier in some cases). so one can say, i stopped issuing shares
but the shares a co issued 3, 6 or 12 months ago are now coming to market. and that's where investors get "diluted". when those shares get "liquidated", "sold", et.al
some will engage in word-play. a co can claim they aren't "issuing" any shares . but that doesn't mean shares aren't being "diluted" to market. from past issuances having matured (come off restriction )
no one who is even remotely informed. should be claiming "no dilution" . since there's actual filings. a ta. and proof that says otherwise
that doesn't make ntek a bad investment . doesn't mean the price can't go up
