Some day OWC is going to need Teva's money to get to the big time. I suspect a JV will be the start, followed by a buyout if OWC cant get there by themselves. A buyout wont happen for a few years until some value can be established for OWC's work. A JV is best because TEVA gets to rent for a while and OWC gets a big partner to help with money and influence.
