CDEL has many institutional customers.......pension funds, hedge funds, banks.......and often contracts to "stabilize" markets and in the process has resources to effectively control the price. I do not understand their services completely but in the process of stabilizing the pps they may coincidently cause the stock to be depressed as they aggressively sell into the demand.

Now I shall go out on a limb. Lets say I wanted to buy a company or at least have a major interest by virtue of the number of shares purchased. The company looks good it meets my criteria and after many hours of negotiation I am close to making a move so I call my friends at CDEL. "This is what I want to do, can you help me."
