OWCP has NEVER filed during passover EVER.
Passover changes every year.
See below for the last 4 years of Passover dates:
4/10 to 4/18 2017
4/22 to 4/30 2016
4/3 to 4/11 2015
4/14 to 4/22 2014
Now look when they filed 10K and other filings:

2017: Prediciton Filing 10K TODAY after close because Passover RUNS 4/10 to 4/18 and the Deadline is 4/17
2016: Filed 10K on 4/14, not during Passover
