Yes they are. They have a contract with P2O and both parties must uphold their end. If they build the equipment according to the shop drawings or specs then P2O must accept delivery and pay for them. If they don't, the vendor can launch a lawsuit claiming compensation for:
- unpaid amounts according to the contract
- storage fees
- legal costs
- other damages as provided for in the contract
If they do not get satisfaction they can sell the equipment for whatever they can or just for scrap, which from what I am reading here is all they are worth.
How is this not true?
