IMO considering the financial situation thar P2O has been in these last few years, it was wise not to pay for the components that they didnt need at the time for business operations. I'd prefer to be paid on time, but it is what it is. Those components are just fine and will be paid for once they are needed.
In my business, we don't get paid until the work is complete, but all businesses have different terms. This is definitely NOT the type of industry where the purchaser would expect to pay 100% of the cost upon completion. When we purchase machinery, it's cash up front or they won't deliver.
