If it's any consolation, I had the exact same problem with Etrade several years ago. They wouldn't let me buy, when I called to find out wtf was going on they told me I could sell my shares if I wanted, but not buy. They gave me 3 different reasons every time I called to complain.
It's total hypocritical BS, if they feel for whatever nonsensical reason that the stock shouldn't be bought, they shouldn't allow you to sell it to someone else either. I complained at the time that only allowing one way transactions was obvious stock manipulation.
Anyway... ...the good news is they eventually started to allow purchase again.
Hopefully Fidelity will do the same soon. I expect a significant uptick when they do, since they are the broker of choice for a large percentage of potential investors.
