His opinion of fines and disgorgement being "massive" is pure speculation. No one knows - not even the judge at this point. It could be considerable or it could be zero. Russian just needs to quietly go away. It's downright embarrassing for him that he lost over $450K on PBLS and Treaty because of his own stupidity and lack of DD. He needs to take personal responsibility for that and move on with his life.
