Well they probably don't believe in the NSS. And, imo, the one person that needs to understand it the most is the CEO. IF you could school him, maybe he would move to get a machine in a place to validate it.

IMO, if the NSS is what you believe it is, it would be in the largest shareholder and stakeholders best interest to get a machine in place at any cost.
