well ...my understanding of the filing is that the process is now two fold...
"negotiate and finalize"
"zoning and permitting"
I was under the impression from the previous filing that the only outstanding issue was "zoning and permitting"......and the negotiations were a done deal....and finalizing the deal was a matter of a signature. It certainly does not appear that is the case today.
I've been wrong about these moving targets in the past...and again...in my mind...it's as clear as mud.
