I believe you're correct about running additional trials, but their agreements with other regional contractors have others doing the manufacturing, distribution and sales. Certainly these contractors will be well paid for delivering product, but the lion's share of the earnings will go to OWCP.
To me, their arrangement is far superior to having their products partnered with big Pharma's who'd pick up trial costs, and would do all else, but would make the lion's share of the earnings while paying OWCP for certain milestones that are achieved, as well as royalties on sales.
I believe that OWCP has positioned itself to potentially earn billions annually in the not that distant future while they'll be spending a few hundred millions on clinical trials and new product development.
