Everything prior to the SHM should be considered laying the foundation.
Keep in mind that while you are pouring basement walls, the plans are being organized and contractors lined up for the next phase of the project, so the time period just after the SHM should be considered the time when the walls go up, the electric, plumbing, and the a/c go in, the floors are layed and the tile is installed.
Well before the end of this year we will be receiving our Certificate of Occupancy.
