Not sure you understand how ETFs work if you think ETF Fund Managers can buy 1 share of OWCP for 250K shares of the new MMJ ETF.
That would be idiotic for too many reasons to cite, but foremost because there is no way to hedge OTC stocks.
The shares held in trust ARE the reason the MMJ ETF has value. The shares of the underlying aggro sphere index companies ARE the asset of the ETF.
