You're overlooking the Occam's Razor explanation.
It's the same 'foreign body' that first drove Boehner bat-shit and then to retirement. It's the barking-mad successor to the Tea Party GOP House Caucus, now the House Freedom Caucus.
The 'moderate' GOP members can't even negotiate with them, never mind the Dems.
