Truthfully, the responsible thing would be to fix the issues with the ACA including increasing the income range within which subsidies would apply and enabling negotiation....leverage.... on drug prices for both exchange and employer plans.

Dropping Medicare eligibility down to age 55 AND lifting the cap on payroll earnings eligible for Medicare and SS contributions would pay for all of it.
