Read your update: Configuration to begin the 1st quarter of 2017. Don't know if a site has yet been chosen or phased financing obtained to begin, new equipment 2nd qtr which may take that out to June. All this depends on there being no unexpected delays. Rarely does anything go as planned. Sounds like a big project so you don't want to hold your breath. It may be much long than you expect.
