In any product, you can always improve all past performance. I take the November info to mean they met specifications needed. I think the optimization is likely trying to improve output or brightness/NITS.
But, it's not clear what they mean by that.
They could also mean they batched qdots in November to meet specs and just optimized them in the reactor. This is likely the case since they were using the reactors, but now are.
