Yes I see that now, it is at the END of the EXHIBIT A section of the Certificate of Amendment stating 950,000,000.
Also, at the beginning of the schedule 14C, upper left:
Check the appropriate box:
[X] Preliminary Information Statement
[ ] Confidential, for Use of the Commission Only (as permitted by Rule 14c-5(d)(2))
[ ] Definitive Information Statement
the 9.5 BILLION figure was in this "Preliminary Information Statement" not Definitive.
It appears then that 9.5 BIL is the mistake !
