I have a friend who is intimately employed within the confines of this entire process - I will not state names, etc., but I was told the following:
The Ypsilanti FSDO lost several people in the last year. At least one retired, one was reassigned to D.C., and he was the guy that was assigned to Baltia originally. Also, with Kalitta adding the 767 as an additional fleet, the rest are very busy. The 767 SIMs are in Florida.
