The SEC actually does eventually act on stock manipulators. It just takes them forever to do so.

The SEC does act but they will not comment on current investigations even to say that there is one or not. The only response I've ever gotten from them is the standard reply that they've received my complaint. I must be pretty dam good at providing everything they needed because they've never once asked me for additional info.

Anyway, for morning coffee reading here are a few. The Labed case was pretty interesting.
