I think the MMs are
1. Executing for one or more large buyers
2. Trading amongst themselves
3. Don't have shares to trade from inventory
Take your pick and Triple9 since you were in the business chime in.
The trades that went of with 4 decimal places are not retail IMO, though they could be. I got all my shares with 4 decimal place buy prices but it never showed that way on the live quotes when they were bought.
