I don't know who or why. All I know is they seem to put a cap on any SP when they are on the ASK and they sell a TON more than they show.
Maybe dilution is too loose a term to use here. But they sell a hell of a lot for someone, maybe not always a company. But I do know they can cap any SP when they are on the ASK. I rarely see them so close on the BID though as I have here.
