Naked shorting is just a failure to deliver shares. That's it. For whatever reason, that's it. Is someone doing it? Maybe because it happens with almost every stock.
What's a more likely scenario is that OWCP was massively shorted when it hit the $3+ level and yes, some could still be trying to cover.
