The material was in the port and ready to Ship before the end of 2011, but since the Mexican Gov cancelled the then current export rules and regulations, the shipment could not go out, the time lapsed over 90 days, PanAM couldn’t ship it because of Customs new exporters listing.. Local Customs Administrator wrote PanAm an official letter, granting a 30 day extension, just 5 minutes before a Vessel Fixture note was signed, he sent another letter, cancelling the 30 day extension, Customs was and is wrong and they know it, but its Mexico, so this matter may take a while to get cleared up…
