Yes, I believe once safety is established at say, 5% CBD and 3% THC for psoriasis, they can make formulations for anything else as long as the ratios are below, in the case of my example, 5% and 3%, for SAFETY.
Efficacy tests are ideal of course, on say a 3% CBD and 2% THC for acne, but safety would IMHO be covered because of the tested and proven formulation for psoriasis.
As always, OWCP looking to save time and money to get these products to market asap!
