Those guns are acquired under the assumption that they can be traded between dealers to use for MIL/LEO demonstrations. But they are NEVER allowed in any way to be transferred to a civilian or even to one dealer permanently.
They are a time share item kinda, and that why a dealer sample M4a1 is around $1400(unit cost of an M4a1 is just $853 for the military currently)
