It's not my broker doing this. It's the market maker who is supposed to be sending the order in and it should be visible on the order book. We have seen this many times before. I know that my broker uses CDEL for many orders and given their history of posting massive sell orders that disappear when someone tries to buy at that price, and other things we've noticed, it's a reasonable bet they are withholding it.

My order is definitely not combined with another because there is NO order showing at that price level.
