Let me try to clarify the late filing.
The 10-Q for a small reporting company is due 45 days after the end of the quarter. So the 10-Q was due on 2/14/17.
The Form 12b-25 was filed on 2/14/17 indicating that the company would be late but planned to file the quarterly report within the SEC rules and regulations on or before February 20, 2017.
The instruction in Part II of the filed form appear to be corrupted and do not match the instructions on Form on SEC.gov.

So the extension for a 10-K is 15 days, and the extension for a 10-Q is 5 days.
So a 5 day extension from 2/14/17 gives a grace period until 2/19/17. But this was a Sunday so the new date was Monday 2/20/17. But 2/20 was the Holiday, so the new day was really Tuesday 2/21/17. If the 10-Q had been filed on 2/21/17, the report would have been deemed to have been timely filed.
But the grace period expired on 2/21/17, so the report is now deemed delinquent.
