It (see http://www.icontact-archive.com/TJrllihCA_r6E...OaEoP?w=3) didn't mention financing, only that it's looking to select the facility. So maybe it wasn't a big issue. Again, I thought (though I have no idea) that the stock is languishing due to 1) sales/info on medical device customer and 2) the need to do this clinical test that has been talked about on here, get the results, and publish them ... not sure how long all that takes. A year?
