If I were you I would convert your IRA to a Roth IRA and pay the taxes with the value being so low. That's what I did.
I invested a little more $$$$ than you in the past 3 years. I cost averaged it down to pps of .007 by the time of the R/S.
With the recent news out, I am now adding $6,500 for 2016 IRA & $6,500 for 2017 IRA with the pps being so low. Then I am converting those shares to my Roth IRA after the 3 day settlement now that I'm 60
This should bring my pps cost average down to .05 after the R/S
