You of course have overlooked hundreds of Bills that changed or overturned injustices of all sorts. So no, not 'static'.
And taking the word 'amendment' to mean only a 'small change' overlooks the 'real 13th' and the 14th that led too all manner of 'equal protection' rulings down to this day.
The outlawing of slavery and protections extended through Civil Rights Bills were a hardly small changes.
