Tell me why should the US tax payer pay twice because there country gets US aid yet doesn't have their act together?
I believe in a hand up and "Citizen" should have a safety net...not everyone has family that can support them.
When we took refugees from Vietnam they had foster families, churches or communities. There was a system... Not catch and release. Then forever pay them.
