Absolutely false! Here's the count of the first census in 1790:

New York and New Jersey had a rough 33,000 slaves. Delaware had almost 9,000 slaves and their total population was 59,000 . So how the f' can anyone say that such was set up to protect slave states??? Nothing but a load of horse shit. The largest populations of free white males over 16 resided in Virginia, Pennsylvania and Massachusetts.
