I got my answer the next morning if the ARC was active yet, and how to log in when it becomes active.
It is not active yet, but when it begins everyone on the certified list will be sent an email from the ARC with a URL address to register and log in.
The proxy alert email sent from TDAMERTRADE. to me on 10 January they said is a good indicator that I am on the certified list through the broker to the ARC.
