Not sure when. I happened to be researching another NASDAQ company last night, NASDAQ: NEO, when I noticed their up list PR and the chart showed them well under $3 forever. So I google the guidelines and found a link to the NASDAQ site that was the September 2012 edition. One of the qualifications in there is only a $2.00 share price for 90 days or a $3.00 share price with no wait. Used to always be $4.00 for 90 days.
