To hell with PD's that do not properly select, train and supervise their cops. 'Bad shoots' that are settled out of court because the city would lose, cost taxpayers 10's of millions of dollars.
Shit, you could sit all the Chicago cops down to watch episodes of Chicago PD and they'd learn more than enough to stay out of trouble!
