I would say that the reference to 10-12 ms latency is using UF technology but on their network, I know they tested with Verizon to 4ms, but to get it that low.... you have to give something somewhere.... Quality.... shorter runs... who knows... but even 10-12 ms is a huge improvement over competition if the quality is far superior.
