I don't know if I would call plastic-to-oil a "dying" sector. It would have to have lived first.
There have been a few decades of attempts to turn plastic into oil by companies who were either bad at math or who aimed to sell the story to unwitting investors...or both. I'm sure there will be many more plastic-to-oil companies in the future who will fall short with the excuse that they just ran out of money, time or whatever else..
