It seems to me that there is only one entity incentivised to both reduce inventory and suppress price as today's trading pattern seems to suggest is the intent. That would be ASPIRE. They are betting that they can load up again, as they are obligated to do, before material good news causes a large price increase. Plus if the news turns out to be not so good they lower their exposure.
