Pkrmd, I find articles across south america indicating the alarming growth of diabetes everywhere
Neighboring Brazil is one of five countries that provide half of the diabetics worldwide (14m cases)

Chile

Paraguay
http://www.abc.com.py/especiales/fin-de-seman...35751.html
Peru
http://elcomercio.pe/sociedad/lima/cuarta-par...ia-1957810
Argentina

I could imagine that more goverments will become involved battling diabetes maybe through programs that provide devices for poorer populations.
