"On or about" gives them 30 days if necessary.
You almost always say that on contracts and the intention should be 1/31/2017 unless things come up which is typical and 30 days should clear up anything typical.
If we didn't hear from the company at all since MAY I'd be more sure of delay, but we did get an 8K last month and if there was anything MATERIAL in a negative way or even if they don't think they can get this in by 1/31/2017, im thinking we would have heard as we were told about the REVS # issue in that 8k..
But not certain, so I would lean towards a delay on some level as well.
